As a lecturer in modern history at the University of Glasgow, William Mulligan has taught courses on British foreign policy, Weimar Germany, nation community and conflict, and the literature of war. According to Mulligan in his faculty profile, his research has included the examination of "the history of international relations before 1914. Drawing on recent revisionist works, which question the extent to which a general European war was inevitable or even likely before 1914, my research re-examines debates about the alliance system, military policy, popular opinion, and economic factors in Great Power politics."

Mulligan is the author of The Creation of the Modern German Army: General Walther Reinhardt and the Weimar Republic, 1914-1930, a study of Reinhardt's role and contributions during the formation of the Weimar Republic. In reviewing the volume in the Historian, Paul Bookbinder noted that it "is primarily a book for specialists" who know the history of the Weimar Republic.

Reinhardt was a realist who understood the reasons for Germany's defeat and who felt that all Germans should be mobilized in times of war, including women and German Jews. "Mulligan presents a detailed and nuanced account of Reinhardt's support for the new republic," wrote Bookbinder, and Mulligan "effectively delineates Reinhardt's substantial influence on civilian cabinets when he served as war minister and army commander."
