Encinas, José Antonio (1886–1958)
José Antonio Encinas (b. 1886; d. 1958), a prominent leader of the indigenista movement of early-twentieth-century Peru. As a land commissioner, in 1918 he drew up a program to help native Peruvians regain lands that had been stolen by white aristocratic lawyers. After the revolutionary military government of Juan Velasco Alvarado issued the Agrarian Reform Law of 24 June 1969, Agrarian Reform officials turned to some of Encinas's findings to guide them in organizing the formation of agrarian reform zones. The section of the law creating peasant cooperatives reflected in part the writings of Encinas.
