under-development A term associated with dependency theory and used to describe the condition of poverty and economic stagnation characteristic of many Third World societies. It implies that these societies are not simply suffering from lack of development, but also that they have not achieved the expected levels of development which would have occurred, had they not been exploited by the advanced capitalist states.
